Senator Raul Roco-Goodbye

Paaram Oragong Bicolano! Raul Roco

I admire two senators only– Joker Arroyo and Raul Roco. I saw Joker’s brilliant performance in the impeachment trial of Erap and Roco’s gentlemanly manner in dealing with the two oppositionist ladies at that time, Miriam Defensor Santiago and Tess Aquino-Oreta.

Senator Raul Roco was already sick when he campaigned for Presidential election in 2004. He was my candidate regardless of his slim chance of winning against his opponents with well-oiled political machineries.

A look-alike of Benigno Aquino, he already joined his friend in that place where there are no more corruptions, no more poverty and no more political enemies.

Sen. Joker Arroyo said his fellow Bicolano was a “giant of a leader” who sought to combine his idealism with politics.

“Roco was uncompromising in his resistance to separate the two. That was his virtue as a leader,” Joker said.

Unlike other legislators whose bills were more on road building projects, he authored important bills which were approved into laws, among which are:
1.RA 7653, the Women in Nation-Building Law
2. RA 7877, the Anti-Sexual Harassment Law
3. RA 8353, the Anti-Rape Law; and
4 .RA 8369, the Child and Family Courts Law.
5. New Central Bank Law.
6. Intellectual Property Code (RA 8293)
7. Securities Regulation Code (RA 8792)

Read some bloggers’ thoughts about Senator Roco:

Well, Raul Roco did what he could for a country mostly too starstruck to appreciate what he had to offer. ”

But I will always cherish him as my first teacher in the law profession who took time to train the humble and the lowly, to emphasize that right is might, the primacy of country over one’s own, public service over private greed and faith in man’s goodness over pessimism and hopelessness.”

His work as Education Secretary is likewise remarkable. He was the only Education Secretary who successfully implemented the scheme of paying teachers’ salaries through automated teller machines (atms). For years, syndicates resisted the scheme, because they made money on teachers who had to encash their pay checks from banks.
